European Programs Implementation Service (EPIS)
The European Programs Implementation Service (EPIS) of the Hellenic Parliament was established by decision of the President of the Hellenic Parliament on September 12, 2006 (Decision 6653/5332/ 12-9-2006), published in the Government Gazette 192/A/12-9-2006, amended by Decision 725/522 published in the Government Gazette 20/A/29.01.2013. With Government Gazette 122/A/30.06/2016, the Special Regulations of the YEEP were incorporated (as an annex) into the Rules of Procedure of the Hellenic Parliament (Part B) and amended.
Since its establishment, the YEEP has systematically participated in co-financed actions (3rd CSF, NSRF 2007-2013, NSRF 2014-2020) and in programs directly funded by the European Union (FP7, Twinning, HORIZON 2020), cooperating with the NSRF Services (Authorities and Special Management Services) as well as with the Services of the European Commission (Directorates-General and Executive Agencies).
During its operation, the YEEP has managed to:
- Organize and staff itself gradually (a total of 27 people, including 23 experienced executives and 4 DE staff) and train its staff. Staff indicators: 22 PE – 92% (11 with Master's degrees, 3 with Doctorates) and 3 DE – 8%
- Certify its operating procedures according to ISO 9001:2000, 2008, 2015 since 2007. In addition, in 2019 it was certified according to ISO 14001/2015.
- Certified for its type A and B management competence for NSRF, NSRF II and SES projects.
- It has implemented the double-entry accounting system, a repressive annual audit by two certified auditors, only electronic payments, and uniform accounting monitoring of all programs and funding.
- Record the needs and proposals of all the Directorates and Services of the Parliament in two phases: a) in 2008 and b) in 2013-2014.
- Analyze the proposals of the services and draft, for the first time in the Parliament, a Strategic and Operational Plan (2007-2020).
- Prepare and develop a series of numerous proposals to the political leadership of the Hellenic Parliament regarding the upgrading and organization of the services of the Hellenic Parliament, as well as actions aimed at strengthening the extroverted image of the Hellenic Parliament.
- Undertake the integration and completion of 14 major projects from the Third Community Support Framework, the National Strategic Reference Framework, and projects from other sources of funding, for the Hellenic Parliament and the Independent Administrative Authorities, amounting to over €4 million.
- Undertake the integration and completion of 8 European projects for the Hellenic Parliament worth over €2 million.
- Implement projects worth over €20 million today.
