The organizational structure of the service (EPIS) as adapted based on changes to the Regulations of the Hellenic Parliament

The Coordinator of the Service is appointed by decision of the Speaker of the House for a three-year term, which may be renewed, a graduate of a Greek university or polytechnic or an equivalent foreign institution, with a postgraduate degree in subjects related to the fields covered by the House's Operational Plan, with professional experience relevant to the position and excellent knowledge of at least the English language.

The Coordinator of the Service reports directly to the Speaker of the House and is responsible for planning, implementing, and supervising all projects, programs, and related activities of the Service

The Planning and Programming Unit of the Service is responsible, in particular, for:

  1. The design and planning of projects and actions undertaken by the Service.
  2. The collection and processing of data and information relating to the operational programs of the NSRF and European projects.
  3. Cooperation with the managing authorities of operational programs in which projects have been included or there is interest in including projects, as well as participation in the monitoring committees of operational programs.
  4. Cooperation with the services of the Parliament on the design and maturation of their projects, as well as on the actions required for the preparation, monitoring, and review of the Parliament's strategic and operational plans.
  5. Drafting specifications and conducting studies related to the design and planning of the Service's actions and formulating proposals for setting the Service's objectives (description of final results, indicators, etc.).
  6. Monitoring the quality policies followed by the Service, as well as the actions for obtaining, maintaining, and renewing the certificate for the management system, in accordance with the EN ISO 9001: 2008 standard, as applicable

The Project Implementation and Monitoring Unit of the Service is responsible, in particular, for:

  1. The preparation of project proposals and the provision for the inclusion of projects in the respective operational programs and the submission of a request to the Ministry of Finance for the financing, per Collective Decision (C.D.), of included projects.
  2. Cooperation with the relevant Parliament Directorates, depending on the nature of the project, during the process of announcing projects, evaluating and selecting contractors, and signing contracts.
  3. The responsibility for the implementation of co-financed projects of the Parliament and Independent Authorities, in accordance with the applicable institutional framework, certifying the physical and financial scope and monitoring the progress of the projects, as well as drafting and sending the allocation order to the Bank of Greece, in accordance with the provisions in force.
  4. The drafting and submission of monitoring reports and the entry of relevant data into the Integrated Information System (IIS).
  5. Ensuring the proper completion of projects, drafting the necessary documents for project closure, and maintaining project archives.
  6. The responsibility for issuing and distributing instructions, standardised procedures, guidelines for implementing actions, terminology and standardised forms, and for informing all interested parties accordingly.

The European Projects Innovation Unit of the Service is responsible, in particular, for:

  1. Developing initiatives to bring to fruition actions and projects funded directly by the European Union and generally supporting the cooperation of the Hellenic Parliament with the European Union, the European Parliament, the parliaments of EU member states, and organizations participating in European projects.
  2. The preparation and utilization of studies concerning projects funded by European programs and participation in scientific workshops and conferences.
  3. The organization and implementation of public awareness campaigns for European projects, in collaboration with the relevant departments of the Hellenic Parliament.
  4. The operation of an innovative Policy Simulation Laboratory.
  5. The establishment and operation of a digital library, with the processing, registration, and documentation of publications related to European Union programs.

The Control and Financial Management Unit of the Service is responsible for the financial and accounting management of the Service and, in particular:

  1. Preparing the balance sheet and other financial statements of the Service.
  2. Preparation of monthly and annual collection and payment schedules, by expense category.
  3. The control and certification, during the execution of the sub-projects, of the legality and regularity of the supporting documents, the reliability of the information and financial data declared by the contractor, compliance with the commitments undertaken by the contractor, and compliance with the publicity rules in accordance with the provisions in force.
  4. Verification of the legality and eligibility (national and European) of expenditure.
  5. The collection and control of financial data for monitoring and implementing actions submitted by contractors.
  6. Keeping a journal of offsetting transactions in accordance with the double-entry accounting system, as well as a register of funded programs and projects. Expenditures are monitored on a project-by-project basis.
  7. The issuance of money orders for the payment of beneficiaries
