Identity
The European Programs Implementation Service (EPIS) is a Special Service of the Hellenic Parliament, which was established in 2006, following a recommendation by the then President of the Hellenic Parliament and a unanimous decision by the Plenary, as a result of the Hellenic Parliament's strategic decision to utilize European resources from the Community Support Framework.
Purpose
The Y.E.E.P. operates as an executive structure reporting directly to the President of the Hellenic Parliament and its purpose is to implement and monitor projects funded by the Public Investment Program (NSRF, etc.) and programs funded directly by the European Commission.
The Y.E.E.P. exercises, on behalf of the BtE, the powers of the Contracting Authority and Beneficiary in the context of:
- the annual Public Investment Program (PIP),
- the Operational and other Programs funded by the EU, and
- Projects assigned to it by decisions of the President of the Hellenic Parliament
- In addition, it manages the financing of EU programs on behalf of Independent Authorities (such as the Ombudsman, ASEP, the Personal Data Protection Authority, etc.)
As an executive body, our Service records the needs and proposals of all the Directorates of the Parliament, assesses their eligibility, and then tries to incorporate them into the corresponding Operational Programs and other funding schemes.
Specific Responsibilities
- Supporting the services of the Parliament in planning projects that are in line with the Parliament's operational planning.
- Inclusion of projects in the corresponding Operational Programs.
- Cooperation with the relevant Directorates of the Parliament during the process of announcing, contracting, and implementing projects and actions.
- Monitoring and control of the execution and completion of projects and actions.
- Cooperation with the competent Managing Authorities and submission of the necessary data.
- Cooperation with the competent services of the European Union and the European Parliament, with the aim of providing information on current projects and actions implementing European Union policies.
- Cooperation, through programmatic agreements, with independent authorities and other bodies on the above projects and actions.
- Maintaining constant contact with the Representation of the European Commission, the Office of the European Parliament in Greece, and cooperation with the Liaison Office of the Hellenic Parliament with the European Parliament of the Directorate of European Affairs of the Hellenic Parliament, for the utilization of European resources by the Hellenic Parliament.
