Summary
The main goal of the project was the development and provision of advanced e-government services within the framework of the relative European Union's e-government initiative. Τhe implementation of the proposed project, rendered a central point of reference and consolidation of the services related to the operation of the Hellenic Parliament, having at least the following beneficiaries:
• Citizens of the Hellenic Republic, aiming at informing them and at their participation in the events
• Citizens of other states, aiming at informing them
• Political persons, aiming at supporting the implementation of their work, the information and their interaction with the citizens
• Executives of the Hellenic Parliament, aiming at supporting their work
• Other Public Administration bodies, aiming at the mutual exchange of information on a case-by-case basis and the creation of a complete picture for the interested party/ visitor.
Results
The results of the project can be summarized as follow:
• Establishment of a focal point of information for the public on issues related both to the Parliament as a whole and to the wider policy area.
• In particular and with regard to the parliament, the provision of relevant information to interested parties in relation to:
- The philosophy and goals of the Hellenic Parliament, the promotion of Democracy and the Institutions and the importance it attaches to the Citizen.
- The progress of the work being carried out (Legislative, Parliamentary Control, European Representation etc) and the policies implemented.
- Creation of interaction and participation at various levels covering the following topics:
- Creating a dynamic, evolving tool of interactive communication between the Parliament and the citizens, the general public and all interested parties, enabling them to state opinions on a public forum for reflection and discussion.
- Creating an infrastructure for secure information and interaction between the Parliament and special audiences such as journalists, MPs etc.
- Enabling all stakeholders to actively engage in the political life within the framework of the possibilities offered by Democracy and the institutional / legislative framework.
- Promoting the integration and participation of special population groups such as people with disabilities, ethnic minorities etc.
- Promotion of the adoption of a systematic way of collecting and managing content within Portal’s needs covering:
- Defining procedures for gathering, controlling and disseminating the content concerning the Parliament.
- Creating a specific plan for content collection and management covering various areas of activity (Administration, Economy, Health, Social Policy, etc.).
- Supporting co-operation between public authorities for the provision of information in a homogeneous and consistent manner to stakeholders, with appropriate measures of interoperability in the level of systems and cooperation in an institutional level.
- Promotion of the image of Parliament and the Public Administration in general through:
- Fine and functional construction in order to express the intention of the Hellenic Parliament for completeness of information and interaction.
- Fine aesthetic design, in order to convey the communication policy of the Hellenic Parliament to the visitor.
- Safe interaction and assurance of the content validity through state-of-the-art technological mechanisms and processes.
- Consistency, continuity and completeness of the information provided.
- Creation of a benchmark as well as provision of the necessary tools to support the work performed by Parliament executives responsible for relevant information and information management processes, with particular emphasis on issues such as:
- Content and service security
- Completeness in meeting actual work needs
- High usability
Several technological objectives that have been achieved, which are linked to the above, are the following:
- Enriching Parliament's technological infrastructure
- Consolidating Parliament's existing web sites.
Exploitation of existing applications supporting the functioning of Parliament.
