Summary

LEX-IS promotes the improvement in legislation’ s content through the provision of public input to national parliaments and the facilitation of youth participation in public debate of legislation among parliaments, citizens and businesses in the European Union.

Purpose

The purpose of the project is to improve the legislative process in national parliaments and the decision-making process by enhancing public participation in all preparatory stages of management’s decision making using advanced ICT- based tools and methodologies and structured visual presentation of the discussion of legislative texts by the stakeholders.

Results

In the project’s context, the opportunity was granted:

• to examine and address the legislative structures and their elements (draft laws, legal components, legal documents, supporting information) at their multiple levels (abstraction and decomposition), using complex administrative machines and legal metadata schemes of parliaments.

• to address the argumentative structure of a law in formation, using semantic techniques to support these arguments.

• to express views on legal constituents, arguments presented by the parties involved, or the views of other parties, in a structured way that promotes participatory decision-making.

• to create an internet-based pilot implementation of the cooperation required for public policy and decision-making in national parliaments, as well as the creation and use of its results with knowledge of legislation.

The Hellenic Parliament participated in the following phases of the project:
